Fred what those people need or anyone else who litters our outdoors is for a ranger or someone with authority to see them, issue them citations that will require them to travel back to Inyo or Mono County for a mandatory court appearence. Then be given trash pick up detail at campsites and day recreation areas in Inyo or Mono County that will require them to return two or three times to serve their community service. No fine as it will cost them far more in travel expenses than a fine plus wearing one of those little vests that they are required to wear will mark them for everyone to see.

TD let them wear pink vest from Arizona's Sheriff Joe, they can also empty the chemical toilets  :hitfan:

Have them Hand clean out the non flush toilets. Those tanks are pretty nasty.
