Just got back from spending a week at RCL.  Construction has started and the traffic backup is terrible - especially if you're trying to get to Sue's pies  :pie2:

Utility relocation has begun at the first bridge location on Rock Creek Road.  The bridge will be restricted to a single lane starting Friday, August 15th until the relocation is complete, which should be close to 2 weeks.  These relocations will also necessitate holding traffic up to a 30 minute delay at this one location.  Although the delays at the other locations will still be minimal, the entire delay going up the canyon could be between 45 to 60 minutes.
 
Parking restrictions are still in effect from below Pine Grove Campground to the Rock Creek Pack Station, including the Hilton Lakes Trailhead area.  Test paving will begin the week of August 20, with production paving scheduled to begin the first week of September.  After paving is complete in this area, parking restrictions will be moved to below the currently restricted area.

Construction update:
Pulverizing is taking place this week just above Palisades Group Campground (CG).  Overflow parking will be located at Hilton Creek Trailhead.  “No Parking” signs have been moved to this area and dates on the signs have been corrected to show 9/30/14.
 
This Friday 8/29/14 there will be no construction activities other than dust control.  Construction will resume on Tuesday 9/2/14 after the Holiday weekend.
 
Waterline relocation will take place next week.  This will impact Aspen Group CG.  Contractors will use the reservation schedule to plan for water outage around visitors.  I will send out an email when I have a confirmed date.
 
Manhole/Sewer line relocation will take place 9/8/14.  I will send out an email if septic service is interrupted.
 
Piling will start on 9/8/14 beginning near the top of the road (bridge #5).  This should be a minor delay, however 30 minute delays may take place.
 
Production paving will begin on 9/23/14.  Contractor’s working hours may be extended up to  7:00 pm.

Construction activities along Rock Creek Road are ongoing.  Contractor work hours have changed.  Due to project operations and issues, the contractor has been approved to change work hours to 7:00 am to 7:00pm starting 9/10/14.  Contractors have permission to work this Saturday, 9/13/14 from 7:00 am to 4:00 pm, and the next two weekends (9/20/14 – 9/21/14 and 9/27/14 – 9/28/14) from 7:00 am to 7:00 pm.  Sunday work will take place only if needed for paving operations.  Normal 30 minute maximum delay rules will be followed.   
 
Update:
o   Piling operations began this week at Bridge #5 and will continue down the road finishing at Bridge #1.
 
o   Sewer manhole relocation began 9/9/14, there is no anticipated interruption of services.
 
o   Asphalt production paving will begin 9/23/14.

Contractor work hours are 7:00 am to 7:00 pm Monday – Friday.  Weekend work has been completed.  Only the normal water drafting and dust control operations will continue on weekends.  Normal 30 minute maximum delay rules will be followed.   
 
Update:
o   Asphalt paving will re-start 10/08/14.
 
o   Sewer manhole relocation will resume 10/07/14, there is no anticipated interruption of services.
 
o   Pre-boring to resume 10/08/14 at bridge #5 (near East Fork CG).

Thanks bendingi on the updates!  Your updates allowed me to sneak in a couple of times this season and miss the traffic problems others have experienced.  It’s a big help when you know there work times and schedule.

Like the new rock wall!  Looks a lot like the retaining wall up to the Mammoth Lakes on Lake Mary Road.  The new paved road in upper Rock Creek is nice too.  They did a nice job, didn’t feel a bump until I hit the old road.

Just drove up there on Saturday 11/15, It`s going to be real nice when they finish paving all the way. A bunch of the crew where in Toms having lunch and it sounded like they were close to wrapping things up for the year.

Update from USFS:
The anticipated start date is April 30, 2015. The contractor has the right to request an earlier start date if weather permits.
The anticipated completion date is September 30, 2015.
 
There will be 30 minute delays for the entire summer, similar to last summer. In addition, there will be one week where there will be up to two 4 hour delays per day while they are working on the bridges.  They anticipate this to occur sometime in May. I have requested that we receive at least a 2 week notice prior to the start of this work.   We realize that this is very inconvenient.  The end product will be a safer more sustainable road.

Reconstruction of Rock Creek Road Continues in 2015
Plan for Delays and Parking Restrictions
Major reconstruction on the Rock Creek Road will continue in the summer of 2015. Work on this project began last year.

Mono County requested the funding and the work is being completed on Mono County roads. The Federal Highway Administration (FHWA) has contracted and will oversee the project that will improve the road, widen it, and provide a bicycle lane along a nine-mile stretch between the Rock Creek Pack Station and Crowley Lake Drive.

The Rock Creek Road provides access to wilderness trailheads for the Little Lakes Valley, Mono Pass, and others. The area is noted for its exceptional scenery.  Several campgrounds and resorts with cabins along the road are part of the recreational attraction as is fishing and horseback riding. The road itself is used by cyclists because of its challenge and its beauty.

Weather dependent, the work is anticipated to start the end of April. This year, re-building of bridges is planned. Additionally, the reconstruction will continue along the lower part of the project (from the Rock Creek Pack Station to the lower end of the construction near Tom’s Place). The project will be completed with the final paving along the length of the construction area.

While the road will remain open to traffic throughout the project, visitors may experience delays of up to 30 minutes. In addition, there will be one week when there will four-hour delays twice per day while they are working on the bridges.  This is anticipated to occur sometime in May. Longer closures will be planned approximately three weeks in advance so that recreationalists can plan their visit.

Parking will be extremely limited within the construction zone, including trailhead parking areas for the Hilton Lake trailhead.  Please carpool if possible.  When roadside parking, ensure that your vehicle is entirely off pavement.

Construction will be suspended for Memorial Day weekend, the Independence Day holiday, and Labor Day weekend in order to minimize delays.

The 30 minute delays have begun. They have posted the road closed signs from station 1303+00 to 1144+60 and these will start being enforce May 4th until June 16th in that area. They are working on the MSE walls, culvert drop inlets, and bridge work at all 5 bridges.

Ongoing Work this week includes:
 
Clearing and grubbing
MSE wall
Culvert replacement
Catch basin placement
Abutment wall construction
Shoulder stabilization in last three miles
 
No Parking signs from end of new asphalt for 3 miles
 
New Issue:
This is the required three week advanced notice for approval of the proposed week of two 4 hour delays. See the schedule below. This was allowed by contract and has to occur. May was chosen as the month of least impact to visitor use.
 
Schedule at each bridge.
1.       May 26th, Tuesday; Subcontractor mobilize in equipment.
2.       May 27th, Wednesday; Placement at bridge 1 in the am (4 hour delay), after lunch placement at bridge 2 in the pm (4 hour delay).
3.       May 28th, Thursday; Placement at bridge 5 in the am (4 hour delay), after lunch placement at bridge 4 in the pm (4 hour delay).
4.       May 29th, Friday; Placement at bridge 3 in the am.  Subcontractor mobilize out in the afternoon.

(Edit: I asked my contact for more details. The contractor will limit closures to 8-12 and 1-5 so we can plan around them.)
Note; May 25th,  Monday is Memorial Day so there will be no on site operations.

Who is monitoring them?  I assume that a bio-monitor is on-site daily to monitor compliance with the permits (404, 1603, etc.).

Last Thursday the guys camped near me drove to the Lake, 10 minute delay going uphill and 45 minute delay coming back down. They were talking with the const. worker who got on the radio to the workers down the road and asking how much longer the delay would be..... The reponse they heard over the radio  was F them, they can wait....

The 4-hour closures scheduled for the week of May 25th have been canceled. This means the contractor will have to give USFS another 3 week notice so the closures will likely be in June.
